Capt. Khalid Al Ali is a highly accomplished aviation expert with more than 45 years of experience in the aviation sector, combining extensive operational, regulatory, and leadership expertise. He currently serves as Senior Director of the Air Transport Department at the General Civil Aviation Authority (GCAA), a position he held from 2013 until 2025.
Throughout his distinguished career, Capt. Khalid has led national and international initiatives in air transport regulation, aviation safety, policy development, and international air services agreements, representing the United Arab Emirates at the International Civil Aviation Organization (ICAO) and major global civil aviation forums.
Prior to joining the GCAA, he served as Senior Vice President and Training Manager at Maximus Air Cargo, where he played a pivotal role in establishing the company and registering Hercules aircraft under civil operations in the United Arab Emirates. His career began in the UAE Air Force, where he progressed from Pilot to Squadron Commander, accumulating more than 7,000 flight hours on multiple aircraft types.
Capt. Khalid holds a Bachelor’s Degree in Civil Aviation and Military Sciences, as well as a Bachelor of Laws (LL.B.) from Beirut Arab University. He also holds a Diploma in Judicial Expertise from the Dubai Judicial Institute, a Diploma in International Arbitration from the International Arbitration Authority, and additional diplomas in International Relations.
He is a licensed Aviation Expert before the Courts of the United Arab Emirates and has been appointed in more than 50 civil aviation cases. He is recognized for his strategic vision, deep understanding of the regulatory frameworks governing the aviation sector, and his commitment to advancing excellence within the UAE’s civil aviation industry.
